Improving Puli section wording #13

I've tested the wording of Puli section with a colleague that did not know Puli and he had a hard time figuring out what it was and how it worked.

I've updated the section, hoping it will be more self-explanatory.

If we want to make container-interop/service-provider closer to a PSR, we will eventually need to completely remove the Puli part of the proposal and split it in a different location that would contain wider best practices. I've started working on a prototype of such a wider project here: http://moufmouf.github.io/service-providers-best-practices/

I'm going to simply close this PR, and when/if we agree to move best practices in some other place, we can completely remove references to Puli in this package.
