What has been done

[X] basic actions workflows for linting and a dagger build which is currently a placeholder only
[X] golangci-lint settings file with strict settings + errcheck enforcement
[X] basic go module setup

How has this been tested?

manually on a forked repo

Other important notes

lint triggers only on go files and on approved PRs only
build triggers only on successful lint run

I think this looks good, maybe we are jumping too much into enabling a bunch of CI linters but if there is anything that is too verbose we can disable it at a later time.
