qemu docker emulation is very slow for compilation, so it should be switched to cross-compile from AMD64 to ARM64

Features

[ ] Find flags for thirdparty binary builder
- [ ] php-build
- [ ] ruby-build
- [ ] python-build
[ ] update binary-builder to run on AMD64 and pass ARCH as build arg.

This feature needs a community contribution as the renovate maintainers do not need this.
