Switch to GitHub ci

Note that the new GH workflow files were copied verbatim from the atomic-reactor repo, and so have already been thoroughly tested.

Also note that, as before with the other containerbuildsystem repos, the new CI won't run in a PR for master; to see it in action check the PR in my fork.

You can install the built RPMs by following these steps:

• sudo yum install -y dnf-plugins-core on RHEL 8
• sudo dnf install -y dnf-plugins-core on Fedora
• dnf copr enable packit/containerbuildsystem-koji-containerbuild-195
• And now you can install the packages.

Please note that the RPMs should be used only in a testing environment.
