Setup Netlify #3

The hugo-netlify-starter template comes with a netlify.toml file, but we still need to connect the repo to Netlify.

I'm assigning myself for now, though I may need to ask a containernetworking org owner to help with this step. Other Netlify sites have the org connected and members added. Will do some research and update with what I've found.

Using PR https://github.com/containernetworking/cni.dev/pull/9 as a test, we can see that we get the netlify checks dialog box, as well as a deploy preview link (in this case: https://deploy-preview-9--cni.netlify.app/)
