MAINTAINERS.md: New file #382

This list is intentionally a strawman proposal; I listed the current 4 top contributors (as computed by GH).

It obviously overlaps with the GH commit access, but that's something tools exist to synchronize.

Motivated by matching community standards.

@jluebbe is already there. I have no problem adding @eriksjolund if he's interested, but we can also do that as a followup right?

Great! I updated the PR and listed you as "Independent" since your GH profile doesn't have an associated employer, but let me know if anything should change.
