UI Component Implementation #1228

Issues filed under this epic will be used to track the specification and implementation of reusable UI component designs. I am posting one design per issue, with documentation and specifications, as a starting point in the implementation. Consider the designs as initially mocked up and speced out to be conversation openers. Discussion / iteration / different ideas / etc are most welcome.

The final implemented components may end up looking different than the initial designs, and that's perfectly fine and good. :)
