Creates a wide bar on the welcome screen hiding a lot of information underneath.

Remove 2/5 and have it span the entire screen: Screenshot 2024-03-04 at 2 59 05 PM

Related to https://github.com/containers/podman-desktop/pull/5271#pullrequestreview-1910514861 when trying to implement more information on the welcome screen and now have it "spill over" on the scrolling.
