Add the notes for the Feb 6, 2024 PCM meeeing.

I'm not sure why the test build is failing when trying to build the community directory. Not something that was touched with this PR.... I'll poke at this in the morning.

@TomSweeneyRedHat till failing. btw, are we ok uploading the transcript as is? I see at least one pod Man and Q mu which doesn't look nice imho.

@lsm5 I've been trying to take a look at the build issue here, but haven't had a chance yet. I'd like to fix up the typos if I can, so please don't use the merge hammer at the moment.
