compat container stats endpoint does not stream if container is not yet started #16225

Description Container stats ( compat ) endpoint does not stream empty stats if the container is not yet started, while this is working for Docker stats endpoint.

Steps to reproduce the issue:

  1. id=$(podman create -t nginx)

  2. curl -X GET --unix-socket /run/podman/podman.sock "http://d/containers/$id/stats?stream=true"

Describe the results you received: 200 response, stream is not opened...

Describe the results you expected: Stream is opened...
