[skip-ci] Remove conditionals from changelog #23110

All our active envs except centos stream 9 support autochangelog and the only place we're building rpms via packit on centos stream 9 is on COPR where we don't really care about changelogs.

Commit also removes a couple of unnecessary slashes from install paths.
