Test for Wayland Rules #491

As per this PR #490

QM repo should propose test checking wayland compositor is working. No blocked by selinux

@Yarboa yeah I was working on it :)

I detailed the setup in this blog post: https://aesteve-rh.github.io/alesgar-digital-cockpit/posts/wayland-in-qm/

It is focusing on the environment and not in OSBuild and their stages, so I omit the manifest completely. But hopefully should be clear enough to translate.
