doc: developer: add some introductory developer docs #643

There was little info n how to get started with a build/install/run of virtcontainers. Add some minimal introductory docs.

This is somewhat minimal, and feedback welcome if there is stuff we should add now. I also added a few extra checks to the setup script, as they were easy and it bombed if you don't have them.
