Added dockerfile for Windows Server Core 1903 #66

Tested the image locally. Couldn't test the CI.

As 1903 is semi-Annual, we chose not to add it.

For the official image we prefer use only TLS version.

So would the ltsc2019 version of the image be correct? Also I don't think that Appveyor is ready.

yes appveyor is not ready.

ltsc2019 is 1806
