Install Phing and Box using the Composer bin plugin #699

As we use bamarni/composer-bin-plugin in most other Contao repositories, this would make sense here too IMO.

Benefits:

  1. Simpler dev setup (as there is no need to install two extra dependencies globally)
  2. All devs now get the same version of Box and Phing
