[RFC] ce-access runonce migrations #94

Migrations based on original runonce.php: https://github.com/terminal42/contao-ce-access/blob/develop/config/runonce.php

I'm not sure if we really want to support version 1 of ce_access or if this is the right way to go anyways. Waiting for your comments.
