Allow default Contao plugins #59

Otherwise our default plugins must be allowed first in Composer 2.2, see https://github.com/composer/composer/pull/10314 Not sure what other releases/branches this must go into, probably 4.9 and 4.12 as well?

You should probably rebase the PR on the 4.9 branch, so I can merge the changes upstream.

After realising the is a config.json for composer, adding this to the Contao Manager was rather easy as well 😎 https://github.com/contao/contao-manager/commit/891e59ece5d4968a0778812acb51871d4febc290

It's still relevant for anyone not using the Contao Manager.
