This PR adds the following changes:

Update c2pa-rs to 0.18.0
Adds support for the new ResourceStore format returned from c2pa-rs
Updates the version of Cargo.toml in @contentauth/toolkit to track the c2pa-rs version it is based on ({c2pa_rs_version}-{local_revision})
Fixes ESM support in c2pa-wc by adding type: 'module'
