Is it possible to create a custom emoji list?

I'd like to specify which emojis are shown and, ideally, which menu groups are shown. Maybe allowing a custom JSON file to override intern file.

@jasonrhaddix It is partly supported (for emoji-shortname) currently. Better, more complete support will probably come.
