fix(visual-editor): root dropzones [ALT-746] #571

Purpose

This change allows the first and last root dropzones to activate on the canvas when moving components that are already on the canvas.

Previously the first and last root dropzones would only activate when dragging in new components from the sidebar due to the condition checking for draggingNewComponent
