Docker image is now built automatically if it doesn't exist #113

@stacykor if you want to test this, you can docker rmi contiv.github.io_build and then run make build twice. The first time will build the image, the second time will reuse the existing one.

Running make dev does the same process.

Tested: make build make dev make build make dev make build make build make dev make dev
