Build a reference SDLC pipeline for tenant workloads that follows the principles of GitOps.

Acceptance criteria:

Tekton is the featured pipeline technology
Buildah is leveraged for in-cluster image builds
A quality gate is demonstrated
No interactions with the k8s API, changes to OpenShift are introduced through GitOps manifest only
Demonstrates promotion between environments
