dropdown options for center of ocean wave #402

need to include "next neighbor" and "next gent" as possible options in the dropdown, for when the new wave formation is the progression. This is similar to 'next neighbor' but we need to specify which role is in the center.

We have held off on introducing "next ladle" until we can deal with progression in a bigger way. I'm removing this from "Wave Patch" because I don't feel it's actionable without our hazy progression ideas enabled.

So what now?

Figures after a pilcrow get 'next' prepended to each of their 'whos'? That seems like it'll lead to mass chaos, but maybe constructive chaos?
