First version of variable step size integration method Vode Adams. Needs testing before merging to master branch.

Hi @yingguac , We continued working with the variable step-size method support in the MeBDFi branch. However in order to use this FMU C-Code template a special preliminary version of 20-sim is needed that supports some new keywords in the targets.ini file. If you want to test these new features please send an email to info@controllab.nl with your personal and company info, which version of 20-sim you are using, and then we can decide if you're entitled to use the preliminary version of 20-sim that supports this template.
