This issue is part of the discussion of what the core of conversely is.

Users with the correct permission level can post forum wide notices.

are notices separate from regular posts? or are they scoped by tag?

I think incorporating an all tag that is available only to administrators by default and passed through on selects would make this work pretty well? I think notifications and stickies are a good idea.

my only concern is that if this is something to live in core, that method introduces odd conditionals around tags in the system.

I guess I hadn't considered not natively supporting tag availability. good point.

I don't think they should be scoped by tag, just something that users can always see no matter where they are. ie: "Meet our new mods!" and it would just link to the post.
