Link to RFC 5988 #29

The spec should link to http://tools.ietf.org/html/rfc5988 as the relevant link head spec.

this spec IMO does not comply with RFC5988 as explained in #38

It's still helpful to see examples and reasonings documented in the RFC, even if the webmention spec does not fully conform to it.
