Reordering of constraints in D8 by 'configuration features'. #89

I ran into many problems implementing changes in the HT model, so I will be reordering the constraints in D8 by the type of configuration (engine position, HT type etc. ) so that it will be easier to write constraints for new configurations in the future.

Made some headway on this by ed24c4d, but I think it can be better.

It has been compartmentalized in master to the extent possible. May require clean-ups in the future, but closing for now.
