Boston fares #262

Some fixes to issues discovered in the Boston fare router:

Free out of subway transfers being allowed
Transfer allowance not being compared correctly due to incorrect use of tightenExpiration
max transfer allowance not set correctly for SL_FREE boardings.

Note that this is based off the faresv2 branch.

I am archiving this repository (which has been merged into R5). As part of this process I'm closing all PRs. We can consider migrating any PRs over to R5.
