Error: there was a problem running preinstall.cmd scripts, #27

I am attempting to upgrade a VM that currently has windows 10 pro running on a ESXi 6.5 host with a W5590 Xeon CPU and no TPM. I am able to download the ISO without any issues and get past the preparing progress, however I get the following error:

Windows Server Setup: there was a problem running preinstall.cmd scripts

I also tried using the install media to download the correct ISO based on what it detected as my system settings, but still get the same error.

I moved the VM to another machine and this time tried with VMware Fusion. It gave the same error even though this machine did have a supported CPU.
