Describe the bug Two of my three instances are marked as healthy when they shouldn't be - the top 2. The partnertest instance has no creds configured for the MP to auth with it and the dev instance is asleep and also has no creds setup in it

Expected behaviour If SCOM cant auth with the instance and pull from the node state APIs it is marked as unhealthy
