When you've selected a bunch of randomly deployed/undeployed GI's, and you hit the [F] key to toggle deploy, every one of them just switches to their opposite deploy state, and will do exactly and only that, no matter how many times you press [F].

The correct behaviour is for the undeployed ones to toggle to deployed, creating conformity within the group first, then every subsequent press toggles every GI's deploy state.

I think @OpenRA's ra2 has this issue too
