Basstion instance creation fails at "remote-exec" #73

Describe the bug A clear and concise description of what the bug is. public ip is not assigned to bastion instance

Workflow when running terragrunt apply on dir {{cookiecutter.github_repo_name}}/terraform/stacks/{{cookiecutter.global_platform_shared_resource_identifier}}/ec2_bastion

returns error from a terragrunt cache forlder, refering to this part on the template https://github.com/cookiecutter-openedx/cookiecutter-openedx-devops/blob/a6bb6762c89b2ade3ac0e1594ab8ad7835ed36d6/%7B%7Bcookiecutter.github_repo_name%7D%7D/terraform/stacks/modules/ec2_bastion/main.tf#L88

Expected behavior bastion should be able to run it resourcing bastion internal dependencies installation
