docs: Update broken links #20

Description

Fix broken links in repo's README to improve user experience.

Changes

  1. Update the broken reference link for edx-toggles to link to the official Read the Docs package documentation.
  2. Given Tutor's lengthy docs page, add a fragment identifier to navigate the user to the relevant page section: Installing extra xblocks and requirements.

Testing

N/A: This PR does not introduce any changes to the functional code of this repo.

Additional

Verify that all reference links present in the README are valid.
