Seems to be mostly registry related.

An interesting possibility is to repackage Python as a plugin, enabling 
upgrades.

* fix mingw 4.6.x+ -mno-cygwin issue
* fix installer support for restricted users on vista+
* allow upgrade without re-installing xy
