Quadrature rules should be simplified to be easier to extend

for example, to define a simpson rule with the same number of quad points I was force to register it at order 777

this should be preceded with some insightful discussion. Lets leave this for after the release. I can assign myself to it, but I will interact with Bart and whoever steps forward.
