Disabling Proto causes some aTests to fail #190

I noticed that if you disable Proto in CMake using -DCF3_ENABLE_PROTO=OFF, the following 4 aTests fail :

I think they should not be run in that case since they seem to fail when they try to create a UFEM component.

Fixed with commit 777afac9443ccbd5d0ba3b1df544760bf3f11ce1
