Implement settings panel #6

Implement a settings panel for adding/removing accounts, changing mute settings, toggling dark mode, etc.

i would also request the ability to swap between the hover mode you implemented on request for me and click mode, but i understand if that's not a priority for you. it'd fit just right in the options menu, imo
