As an admin or store owner when the price for delivery can not be calculated, I want that a 0€ order is always created and an incident is created

When the price is not calculated, we want a delivery + an order to be created and attach an incident to the pickup “ORDER PRICE COULD NOT BE CACULATED” and the dispatcher will be able to adjust the price

We listed the following cases:

• If a store doesn't have a price tied: it won't calculate anything
• If a store have a price and cannot calculate : it will show an error message and blocks you - which is bad if you are a shop owner
• If recurrent rule can’t calculate: it will fail silently
