Configure fees for zero waste food deliveries #4687

Describe the bug

As IMPEC or Delivery company, I want to set a fee to the consumer to collect reusable container at home. Depending on the agreement between the delivery company and IMPEC I want to be able to set different conditions :

  1. No fee
  2. fixed fee for any zero waste delivery and/or pick up
  3. fixed fee for pick up only (no fee if there is only delivery)
  4. variable fee according to the number of container picked up at home

Currently the fees can be configured via environment variables, so what I understand is that this issue is about allowing to configure it via the user interface.

For the moment, given the low number of cooperatives using the feature and the few times that this needs changing, its easier to do manually on our end. If volume increases, we will do it then.
