Send new application mail with CCO #732

Some TimeBanks complains because this mail show other managers email adresses https://github.com/coopdevs/timeoverflow/blob/615e4d16a70d0081abfca7fcc37ab6936744aa0d/app/mailers/organization_notifier.rb#L22

Send it with CCO will solve the problem :)
