Ubuntu families do not include Indian Rupee Sign (U+20B9, ₹) #239

(This bug was originally reported in Launchpad.net:
https://bugs.launchpad.net/ubuntu-font-family/+bug/1193845)

The Ubuntu families hosted in Google Fonts (Ubuntu, Ubuntu Condensed and Ubuntu
Mono) do not include the Indian Rupee Sign.

The inclusion of this glyph is a "selling point" of this typeface for some
Indian e-commerce web sites, that would like to use it for displaying prices in
their currency. Please consider adding U+20B9 back to the served font files.

There 9 fonts on Google Fonts that support Devanagari script and all of them
has U+20B9. More fonts supporting devanagari will be added towards end of year.
You can see all here.

Font files contains the U+20B9. The latin encoding files on tools dose not
include the U+20B9 and at subsetting this is dropped.
