Convert Azure pipeline templates to GitHub workflows #6

I see that there are some pipelines in Azure that are used in some of our application pipelines (see storm-121/azure-pipelines.yaml

Is it worthwhile to migrate these over to GitHub? Do we know how many projects are using these pipeline templates?

At least one of the pipelines is already being worked on in this pull request. I don't know how many projects use those pipelines.
