Traffic Control always full #406

Freeradius not set flow control , everything seems alright,

but with the RADIUS ATTIBUTE WISPr-Bandwidth-Max-Up/WISPr-Bandwidth-Max-Down , no matter how big the number is , the chilli seems always full

I just open an simple web page , the flow control is already 67%/95% and the page can't be open at all

My Chilli version is: coova-chilli 1.2.9 , due to very old hardware i have to run an old version of openwrt and chilli, is there anyone else come across the problem? thanks in advanced
