chilli[6679]: 126 bind() failed foren #513

After kill the previous chilli, and restart an new one with the exact same configuration, some bind() failure would happen. And chilli would stop working. Error logs are like: chilli[6679]: TX queue length set to 100 chilli[6679]: 126 bind() failed for : chilli[6679]: trying INADDR_ANY instead chilli[6679]: 126 bind() failed for :

What does the errorno 126 mean?
