Page preview works but the normal URL returns 404 #597

What steps will reproduce the problem?
1. push Vosao on GAE
2. create a page, save, approve
3. click preview - it works, URL = 
http://siteName.appspot.com/parentUrl/pageUrl?language=en&version=1

What is the expected output? What do you see instead?

If I try to access http://siteName.appspot.com/parentUrl/pageUrl, I get a blank 
page. I see 404 in the logs.

Please use labels and text to provide additional information

I checked the store for duplicated URLs, etc - everything seems to be fine.
