Feedback loop for the diameter #14

Eventually, have a PID system to control the motor speeds and keep the diameter constant.

After speaking with Steve Morency, he recommends not using a closed loop system since it cannot correct the small deviations in the fiber's diameter. As long as the capstan speed is constant and the preform's diameter is uniform, the is no need for live adjustements.
