I haven't had a chance to test this on Better Storage v0.10.0.112 yet but will do so.
Since there have been changes to the config system and how settings are synchronized, please do test it with that version.

I verified that the issue is still happening on Better Storage v0.10.1.113. I created a separate Minecraft 1.7.10 instance with Forge 10.13.0.1208 and only Better Storage v0.10.1.113 installed. The only changes I made to the betterstorage.cfg was:
I then made a portal to the Nether and crossed over. I couldn't use the access key - in my case it was 'B' - until I removed and re-added the backpack. I verified this several times by crossing between the Nether and the Overworld.

When crossing a dimension, for example going from the Overworld to the Twilight Forest or the Nether, the key to access the backpack stops working. You can drop the backpack and put it back on and the access key starts working again so there is a workaround.
This is happening on Better Storage v0.9.4.111 with the following changes to the betterstorage.cfg file:
