Could change the mining level of wood picks to -2, stone picks to -1 and those of selected ores down to those mining levels. The way to acquire cobblestone would be TNT. In the process, we should also have TNT drop blocks with a 100% chance, making it actually useful to collect resources even (or especially) late-game.
This would require a mod though. copycore would be a good fit, adding another MineTweaker function and configuration for TNT drop chance.
