This prevents the user from forgeting a url field in their opam file.

Sorry, this is a bit out of my area of expertise. Forwarding this to @coq/opam-maintainer. BTW, I think we should use the CODEOWNERS feature to get automatic review request from @coq/opam-maintainer for any PR modifying opam-using or opam-packaging, don't you think?
