Documentation for each app #2

Each app will have its own docs folder. We need to link from here to the other repos via submodules.

The original intent of this has been altered slightly. Rather than each repo having its own "docs" folder, all of the documentation lives in the "docs" repo to keep everything together and make it easier to maintain.
